2026 Application Guide for “Chinese Government Scholarship-Bilateral Program(type A)”of BLCU

     In order to strengthen mutual understanding and friendship between the Chinese and people around the world and promote China’s exchange and cooperation with other countries in various fields, the Chinese government sets up scholarships for talented students and scholars to pursue higher education or conduct research in Chinese universities.


     I. Application Eligibility

To be eligible, an applicant must:

1. be a citizen of a country other than the PRC and in good health both mentally and physically;

2.Academic background and age requirements

1) Applicants for an Undergraduate program should be an academically excellent holder of high school diploma or its equivalent under the age of 25; 

2) Applicants for a Masters program should be an academically excellent holder of a Bachelors degree or its equivalent under the age of 35;

3) Applicants for a Doctoral program should be an academically excellent holder of a Masters degree or its equivalent under the age of 40;

4) Applicants for a general scholar program should be a holder of a high school diploma (or higher) under the age of 45;

5) Applicants for a senior scholar program should be a masters degree holder or an associate professor (or above) under the age of 50;


3. Language Proficiency Requirements:

1) take the "China Scholastic Competency Assessment (short as CSCA)" and upload a valid score report when applying for bachelor programs (Official website of CSCA: www.csca.cn );

2) have passed the HSK (Level 3) when applying for a Chinese-taught general scholar program (excluding Chinese language majors); 

3) have passed the HSK (Level 3) when applying for a Chinese-taught senior scholar program;

4) have passed the HSK (Level 4) when applying for a Chinese-taught master's or doctoral program;

5) meet the admission requirements of BLCU in terms of language proficiency and academic ability, among others, when applying for a program taught in a language other than Chinese.


4. Applicants must also meet the academic and other relevant admission requirements of BLCU.

5. Not simultaneously receive other types of Chinese government scholarships.


II. Supporting Categories, Duration

1Supporting Categories

Chinese Government Scholarship programs sponsor undergraduates, postgraduates, general and senior scholars.

      2. Duration

The Chinese Government Scholarship covers both the major study and Chinese language (preparatory) study. The      language courses last one year, whereas the duration of the scholarship for major study conforms to the standard length of the academic program.



III. Scholarship Coverage

1. Tuition fees;

2. Free university dormitory or accommodation subsidy;

3. Stipend:

 Undergraduates: CNY 2,500 per month;

 Master’s students/general scholars: CNY 3,000 per month;

 Doctoral students/senior scholars: CNY 3,500 per month.

4. Comprehensive medical insurance:

       CNY 800 per person per year;

       CNY 400 per person (for programs lasting less than six months)


IV.Application Process

1. An applicant shall identify the preferred scholarship program and designated major; (Reference list of majors for degree programs: Attachment1. BLCU Program List of CGS and CSCA subjects);

2. Send the application materials to this email addressscholarship@blcu.edu.cn for the pre-admission notice issued by the university.

    Notes:

- Applicants for the Pre-admission Letter are exempt from the application fee.

- Send all materials listed under “Section V: Application Documents” to scholarship@blcu.edu.cn to apply for the Pre-admission Letter.

- The Pre-admission Letter will be issued via email. If you do not receive a reply within 3–5 working days after submission, please contact scholarship@blcu.edu.cn or call 82303706.

3. An applicant shall reach an application receiving agency (usually the Chinese embassy or consulate of their home country) to learn about the application deadline and obtain a recommendation;

4. An applicant shall fill in and submit the Application Form for Chinese Government Scholarship online via the Chinese Government Scholarship Information System (http://www.campuschina.org);

5The application receiving agency shall submit the recommended candidates list and their application documents;

6. The CSC will notify BLCU to examine applicants’ eligibility and academic performance before finalizing the short-list candidates;

7The CSC will notify the admission results to the application receiving agency that will subsequently have the applicant informed.


V. Application Documents

1. “Beijing Language and Culture University (BLCU) International Student Application Form” (Attachment 5);

2. A scanned copy of the Passport Information Page. Applicants are required to submit a clear scanned copy of the information page of their ordinary passports. If the validity period of the currently held passport is less than 12 months (calculated from the expected start date of study), please renew the passport and use it to complete the scholarship application. An applicant who fails to apply for a passport due to objective reasons may submit valid documentation or  evidence that include the full English name, gender, nationality and date of birth of the applicant, upon the approval of the application receiving agency;

3. Diploma and certificate of highest education (notarized photocopy). An applicant who is a current university student shall submit the certificate of expected graduation or student status issued by his/her university, and submit the official graduation certificate before registration.

6. CSCA Score Report. Applicants seeking to pursue a bachelor's degree must register for and take the CSCA before the application deadline, and obtain a valid Score Report. For the required test subjects of each program, please refer to Attachment1. BLCU Program List of CGS and CSCA subjects.

7. Admission documents. When applying for a postgraduate or doctoral program or for academic education as a general or senior scholar, an applicant shall provide the pre-admission letter issued by the university (the pre-admission letter will serve as a priority of admission in granting the Chinese Government Scholarship);

8.A study or research plan written in Chinese or in English (no less than 200 words/characters for undergraduates; no less than 500 words/characters for scholars; no less than 1000 words/characters for postgraduates);

9.Recommendation letters. An applicant for an undergraduate program must submit one letter of recommendation from teacher; An applicant for a postgraduate program or for academic education as a senior scholar shall submit two recommendation letters in Chinese or in English from professors or associate professors;

10.An applicant for doctoral program shall submit a supervisor’s pre-acceptance letter (refer to Attachment 3. BLCU doctoral supervisor’s pre-acceptance letter template);

11.An applicant under the age of 18 shall submit the legal documents of his/her legal guardian(s) in China;(refer to Attachment 4.Required Guardianship documents )

12.An applicant to study in China for more than six months shall submit a photocopy of the Foreigner Physical Examination Form (the original document, printed by Chinese quarantine authorities, shall be filled in in English and kept by the applicant). The medical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete records or those without the signature of the attending physician, the official stamp of the hospital, or a sealed photograph of the applicant are invalid. Medical examination results are valid for only six months;(refer to Attachment 2. Foreigner physical examination form template);

13.An applicant shall submit a valid Certificate of Non-Criminal Record (or Police Clearance Certificate) issued by the local public security (such as the police station), usually issued within six months prior to the submission date of the application.

  

*NOTE:

  1. Documents in languages other than Chinese or English shall be attached with notarized translations in Chinese or English;

  2. If the applicant’s Chinese proficiency does not meet the admission requirements:

- the applicant for Chinese-taught undergraduate program needs to add one year of Chinese language (preparatory) study;

- the applicant for Chinese-taught master’s degree program needs to pass the HSK (Level 4)and add one year of Chinese language study;


VI. Other Tips

  1. Scholarship holders must complete the registration according to the schedule specified by the school. Scholarship will not be retained for those who fail to register before the deadline and they will be disqualified for admission.

  2. An applicant who is a current student shall submit the certificate of expected graduation or student status issued by their schoolIf admitted, student must submit the official graduation certificate before registration. The scholarship will be suspended or canceled for those who fail to provide them.

  3. BLCU will review all the application materials of Chinese government scholarship upon registration. Please be sure to bring the original graduation certificate and other important materials. If there is any violation of regulations and disciplines such as material falsification, the admission qualification will be cancelled, and the situation will be reported to CSC for further processing.

  4. Scholarship holders must participate in the scholarship annual review according to the regulations. The scholarship will be suspended or canceled for those who fail to pass the review.

  5. In principle, the scholarship holders shall not change the admitted institution, the major and duration of study.
